Following the pre-tournament seedings the teams were distributed in 7 First Round Groups.
First 2 from each Group progressed to 2 seven teams groups. Only the winners progressed to the Final.
There were no Semi-Finals, so South African win against New Zealand avoided the expected Australia - New Zealand Final.
The Groups were composed following the Ranking of last World Championship. Fiji DNS.
The teams were distributed in the so called serpentine system. South Africa and Trinidad Tobago did not participate in 1991 and were treated like the weakest teams.
